Labor-Management Consulting

Healthcare facilities traditionally communicate with labor unions through a variety of forms: most are extensions of or were created by the collective bargaining agreement (formal contract negotiations, grievance/disciplinary procedures, professional practice committees); some are standing or ad hoc committees formed for general labor-management communications and other, more specific, purposes. The credibility and effectiveness of these and other, more informal, forums, and their ability to "do business" with labor unions while also communicating the mission and message of the organization, are issues that confront CEOs today.

The Center to Promote Health Care Studies, Inc. is a training and consulting firm that offers assistance in improving the processes through which facilities manage labor relations. Working with the Human Resources and Operations leadership, The Center will examine the effectiveness of these forums and processes and customize an improvement project, which will ensure that labor-management communications and feedback accomplish designated organizational objectives.

As part of its approach, The Center will:

• Review existing grievance/disciplinary procedures and policies; discern both management and labor (employee) perceptions of objectivity, credibility, "evenhandedness," and inclusiveness.

• Examine labor-management committee structure; evaluate chair and membership appointment procedures, agenda-setting rules, meeting frequency, and committee authority; clarify role and mission.

• Evaluate the informal or routine communications network; review day-to-day information-sharing/problem-solving mechanisms departmentally and in Human Resources; identify possible jurisdiction and authority conflicts within the management team.

The Center will offer a set of recommendations that will help senior management focus clearly and precisely on potential process improvements and will ultimately create better workforce linkages to the strategic goals of the facility.
